DAR Endorsement Process
Employers must begin the process by applying for Designated Area Representative (DAR) endorsement through the Skilled & Business Migration Portal.
During this stage, the South Australian Government reviews the application and, if satisfied, issues a Letter of Endorsement to the employer while also notifying the Department of Home Affairs.
Submitting a DAMA Labour Agreement Request
Once endorsement is granted, the employer may submit a Labour Agreement request or a Variation Request to the Department of Home Affairs.
The Department evaluates the application, assesses the business’s need for overseas workers, and informs the employer of the outcome.
Nomination of the Worker
If the Labour Agreement is approved, the employer can lodge a nomination application for the overseas worker.

Who Can Access a DAMA Labour Agreement?
The DAMA program is designed specifically for South Australian employers.
Individual visa applicants cannot apply for a labour agreement on their own.
Businesses may apply for a DAMA Labour Agreement if they:
Are experiencing genuine skill or labour shortages
Have positions listed on the relevant DAMA occupation list
Can prove that vacancies are ongoing, full-time, and cannot be filled locally

Who Can Employers Nominate?
Employers with an approved DAMA Labour Agreement may nominate:

Role of the Designated Area Representative (DAR)
The Skilled & Business Migration division within the Department of State Development acts as the official DAR. Its responsibilities include:
Administration and oversight of South Australia’s DAMA agreements
Reviewing and endorsing employer applications
Monitoring compliance and reporting to the Department of Home Affairs
Serving as the Skills Assessing Authority for select DAMA occupations
Role of the Australian Government
The Australian Government, represented by the Department of Home Affairs, is responsible for:
Setting the legislative framework through the Migration Act and Regulations
Finalising DAMA Labour Agreements with endorsed employers
Assessing nomination and visa applications
Reviewing DAMA performance and employer ceilings annually
DAMA Variation Requests
If an employer needs to modify their existing Labour Agreement, they must submit a Variation Request. This may be required when:
Adjusting approved occupations
Modifying ceilings (maximum nomination numbers)
Requesting approval to nominate an existing TSS 482 visa holder for a Subclass 186 PR pathway
Variation Requests must first be endorsed by the DAR before being assessed by the Department of Home Affairs.
If approved, updates are documented in a Deed of Variation, shared with both the employer and the DAR.
